Fulton County Manager Announces New Leadership for 3 Key Departments | Print |

New directors for Senior Services, IT and Real Estate & Asset Management come from within

Fulton County Manager Dick Anderson has announced new leadership for three departments with the appointment of Ladisa Onyiliogwu as Director of Senior Services, Nicole Keaton-Hart as Chief Information Officer, and Joseph Davis as Director of Real Estate and Asset Management. Each of them was promoted from within Fulton County Government.

"These three leaders have already invested their talent for the benefit of Fulton County residents," said County Manager Dick Anderson. "We are excited to see them succeed in their new roles."

Chief Operating Officer Anna Roach said, "Ladisa, Nicole and Joe are all committed public servants with commitment to delivering results. We are fortunate to have such a wealth of talent at Fulton County."

With over two successful decades of work in Fulton County Government, Ladisa Onyiliogwu brings an ability to transform concepts into a reality while leading positive, cultural changes within organizations. Prior to this role, she served as Deputy Director for the Department of Senior Services which operates four senior multipurpose facilities, 15 neighborhood senior centers, 4 adult day health programs, home delivered meals, in home services, mobility options and case management. In her new role as director, Ms. Onyiliogwu will lead over 130 employees, manage a $22.6 million budget and employ internal systems that will ensure the organizational and performance health of the Department. Ladisa is a graduate of Clark Atlanta University, a Certified Public Manager and Six Sigma Green Belt.

Nicole Keaton-Hart has served as Fulton County Government's Deputy Chief Information Officer since 2017. In that capacity she has provided leadership focusing on Information Security Strategy and Program Development. Ms. Keaton-Hart has played a key leadership role in Fulton County's efforts to work on a new county website and initiatives to address cybersecurity issues. In her role, she has also coordinated Fulton County's efforts to prepare for system security in advance of Super Bowl LXIII. Prior to her tenure with Fulton County, Nicole Keaton-Hart served as a Senior Vice President for Technology Risk and Compliance with SunTrust Bank. Ms. Keaton-Hart holds a Master of Science Executive MIS from Georgia State University's J. Mack Robinson College of Business and a Bachelor of Science in Information Systems from Kennesaw State University.

Joseph Davis has served in multiple facilities management capacities with Fulton County since 2000. Most recently, he worked as Administrator of Buildings & Grounds and then Deputy Director of DREAM. In those capacities, Mr. Davis managed comprehensive facility operations for a real estate portfolio totaling more than 5 million square feet. Joseph now staffs and directs a group of professionals who manage the real estate portfolio, including the Administrator of Building Construction, HVAC, Central/Greater Fulton Service Areas, Grounds/Pest Control Building Maintenance Managers, Material Management Manager, and Building Services Supervisors. The Department of Real Estate and Asset Management oversees construction, maintenance, repair, replacement and disposal of all real estate, including buildings, landscaping and grounds, and solid waste. Mr. Davis attended Emory University and holds multiple professional certifications from the Building Owners and Managers Institute.

In Fulton County's recently updated organizational structure, Onyiliogwu will report to Deputy Chief Operating Officer for Health & Human Services Pamela Roshell, while Keaton-Hart and Davis will report to Deputy Chief Operating Officer for Infrastructure Ellis Kirby.
